That's what I think too.

Today I did one more test for them.

I disconnected the house from line A.  I made sure a modem on line B had
a good connection.

I called line A from my cell phone, and the modem immediately had to
start retraining.  Stop dialing, and it reestablished connection.

I did this five times, and every time the cell phone indicated it was
getting a ring signal, the modem either retrained or completely lost the
connection.

Granted, the line B house line to the modem was still being used, but I
have zero reason to suspect that line.

IMHO, I have isolated the telco side as the problem, and I've told them
to do whatever bitching is required to get a lineman out there.
