Nope. The feds don't get a say in the matter unless you are doing it as a
business. There has never been a law regulating the private manufacture of
any non-form 4 weapons. The only reason the feds get to regulate those is
because they tax them.

Theoretically you could build even those if you never crossed a state
line but I don't think the courts are big on State's Rights these days and
would probably uphold your conviction under the federal statute.

Read you state laws to see if it's any different at the state level.
