The pegasos is miniATX, I believe anything smaller and you are almost in
PC104 or compactPCI land.

The trully evil solution would be to get a PS2 and run Linux on it, I hear
they make neat Xterms, but you need the connectivity kit. I have also seen
sites with NetBSD dreamcast solutions.

However the non x86 solution that you are looking for may end up being not
practical, I am pretty sure you can get a cheap C3 based solution for
pennies and does everything you were requesting. But then again, I assume
you need to do the "right" thing. I am afraid that I do not have any more
suggestions, sorry :(
