I have been using this combination to get from
a document composed in Troff, to pdf.

tbl file.txt | groff -ms -Tps > file.ps

gs -sDEVICE=pdfwrite -q -dNOPAUSE -dBATCH -sOutputFile=file.pdf file.ps

It seems to have worked pretty well.
