A lovely and poignant quote (from ABCnews.com's latest heart-rendering
piece on the travesty these folks are going through):

Well, Duh...

In '98 that area received about half the rain than the other week. And
these people just don't move..it's really unbelievable at times how
ignorant they're being--it's like they think the rain'll stop...or maybe
they're just cryin' wolf cause in the majority of cases, their insurance
will build them a brand spanky new house.

Here, if you pay enough of a premium, you can get insurance. And when
things like this happen every few years, instead of saying "try moving",
the insurance companies and the Govt. start coughing up the dough and
letting these idiots rebuild.

Your town's way is far better. It makes people learn to not build where
you shouldn't. :)
