My rdr is:
rdr le0 192.168.254.240/32 port 80 -> 222.222.222.106 port 80

The first is the IP of the firewall on the router side, the second is 
the internal IP of the web server.  Both Class-C addreses.

OpenBSD 2.9 Sparc and IPF on the firewall box.

The router passes number $outside-ip on port 80 to 192.168.254.240 port 80.

We don't have a domain name set up yet.  The error_log file doesn't show 
anything.

I could figure out the problem if it was an all-or-nothing problem but 
this "sort-of" serving is giving me a pain in the butt.
