Oops.  I had put the nvram in backwards.

Now, upon closer inspection I found why the seller couldn't power it on: 
the power connector for the SCSI bay snapped off.  (Reattaching it without 
solder only brings up the 5V for logic, no 12V for the motor.  If I had 
solder or a spare connector like this I'd fix it myself)
