Patrick,
You can try swapping the network cable, and configure bge0 with
130.100.206.18, that will isolate the problem whether it lies on the server
or network side. I guess you have done that.

The other thing you can do, is to check that the port is really qfe0;
# grep qfe /dev/path_to_inst

that will give you the device path and you can compare that with the
location the qfe card is installed.
