Well, from what I can see from here it looks like dns.scotland.net,
dns1.scotland.net, and dns2.scotland.net are listed as authorative for
229.128.213.in-addr.arpa. and none of them have 213.128.229.179 listed.
Based on the SOA, it doesn't look like they've touched it in over 2 years.
It looks like you need to have them delegate it to you.
