Saily,

  Typically VLAN tagging is done in ASICs on the network switches.  It is 
possibly through the use of libnet to handcraft 802.1q packets but as a whole
the FastEthernet chips on hosts do not support VLAN tagging.  It is left as
an function of the network infrastructure.
