[SunHELP] CPU overhead measurement

How do you determine if the CPU load is too high for the system to work
well, so that it would be better to add more CPU ?

Is any max value (e.g. 100%)  for USR+SYS enough to say "add CPU", or should
one also take the run-queue size into account ?

If so, what is the max reasonable run-queue size (I suppose it depends on
the number of CPUs).
