1. Extract the source code
2. Read the README, INSTALL, and other documents.
3. Follow those instructions. Often these involve a "configure" script and
a "make" command or three.

It may be time to look into some books on UNIX. You'll find a lot of your
questions answered and explained there. Various packages have different
means of building, and you may find it most productive to read up on UNIX
in general as well as your specific topics of interest.

Web searches may also provide useful information.
