[Sunhelp] /etc/syslog.conf doesn't; Sol8

I'm trying to change some of the logging via syslog.conf, but the default 
entries still seem to be the only ones working.  I edit /etc/syslog.conf, 
for example adding the following:
news.info;news.notice;news.warning;news.err     /var/log/news
news.crit;news.alert;news.emerg                 /var/log/news
mail.info;mail.notice;mail.warning;mail.err     /var/log/mail
mail.crit;mail.alert;mail.emerg                 /var/log/mail
(note these are tests, this isn't necessarily how I'd prefer to arrange 
things.)
kill -HUP the syslogd PID and send a test message - still logs to the 
default (/var/log/syslog) only.
I've tried:
Checking file permissions and owner on /etc/syslog.conf
Touching the log files to initialize them, then re-HUPing syslogd
Can't find sendmail configured anywhere else to override syslogd.conf
Can't find leafnode configured anywhere else to override syslogd.conf
Both spit out mail.info and news.info entries into the default files
