Hi there.

groupadd wheel
chgrp wheel `which su`
chmod o-x `which su`

Add selected users to group wheel, and you should be sorted.
If you've installed the GNU sh-utils, there'll have been another "su" binary
installed - Watch out there.

The file to disable remote root logins is /etc/default/login, iirc.
I don't think ssh reads this though, I think it needs to be told
in it's sshd_config file!
