[Sunhelp] problem with /home permissions

I have a new install of Solaris 7.  I am having trouble creating users with a
home directory in /home.  The permissions on /home are 555 so even root can't
create the user's directory in home and chmod gives me an error saying that I
can't change home.  How do I set up home directories?
