wu-ftpd can do this although it's not entirely fun to configure.
Make sure you get the latest version as it had some security problems.
(www.cert.org search for wu-ftpd)

Greetings,
I a having to limit certain ftp users to their home directories. I would
like to do this by groups if possible. I still need the users to be able
to get out of their directories when they ssh in.
Are there any ftp servers that can do this?
