On OpenBSD there's no XF86Config or xf86setup or any of those programs you
find on i386. X is provided by the Xsun binary (in fact X is a link to
Xsun). Starting it is merely a matter of running xinit (1 xterm no window
manager) or the startx script which runs Xsun, fvwm, xconsole, xclock and
an xterm.

what happens when you try running xinit or startx (use which to see if you
have 'em)?

I did no configuration of X on fresh installs of OpenBSD. Just started xdm
(and made sure I had a useful .xsession in my $HOME) and off I went.

I suspect NetBSD will be much the same.
