Other way around.  For 6.5.x, you need to use the overlay discs to start 
the installation, and you will be prompted to provide foundation discs 
later on.

For 5.x, the distributions are complete, and there's no "overlay."  Just 
boot the 5.3 disc 1, and provide disc 1 + idl/ifl + onc3 as needed.
