For OpenBSD bsd.rd is indeed the ramdisk kernel, which is also the
so-called "installation" kernel. I believe this is the correct kernel that
should be booted to install OpenBSD from.

Presuming the OP has downloaded all the necessary files and made them
available in the correct path on his tftp server, he should ask on the
openbsd.misc mailing list.
