I don't think there is ever any dimming of the phosphor, the lower light
output is due to aging of the cathode and consequent loss of emission.

there is another effect from ions that poison an area of the phosphor and
cause lower output and a localized change of color but that only happened
rarely and where the vacuum was not sufficiently hard.

i too am a lover of precisiion monochrome CRT devices.
