Oh, I was including the OS.  I don't start with a "base...install"; I
start with a blank disk on another machine and either a source tree or
an existing installation to clone.  (My very first install was another
of those few exceptions I mentioned in text I cut in the quote above;
until NetBSD grew cross-compilation support, so was my first install on
each new architecture.)
