$20 is cheap for any case, not just EATX... Newegg carries some relatively
cheap EATX cases ($70-$80 + shipping):

A quick search on ebay showed some that go for $50 (+$27 shipping).

If there's something for $20, I'm guessing it's a closeout or used item.
