Sounds like he is talking about the Efika:

They use a 400mhz 603e core.  Memory is soldered on, and thus not  
really expandable.

One thing that disappoints me about them is that they didn't even  
bother to put in GPIO, CAN, SPI, or I2C headers, even though the CPU  
has all of those onboard.  Also, while the board has one serial port,  
the CPU has 6.
