Have you considered the internal jumpers on the MB? Are they all set properly? The machine could have been cast aside in the midst of someone performing some bizzare upgrade. The OPENBOOT settings would be another intersting place to look for issues.

Did the machine have all the PCI slot covers intalled? If not, there may have been an I/O device that had all input/output directed to it...

When you have a USB keyboard attached, does it light up on power up? Is there any subsequent activity on the keyboard LEDs after the initial power-on (that would indicate the system is interacting with the keyboard, meaning it has recognized it)?
