No.  If he uses proper 220VAC wire for the current he's drawing then both
110V "legs" should total the max current for the incoming 220V wire.

Example:

220V, 30A = 110V, 20A+ 110V, 10A

220V, 30A = 110V, 15A+ 110V, 15A
