This is talking about things like typing values rather than variables
(that is, any variable can hold a value of any type) - basically,
binding everything as late as possible.

Actually, for most of the software the CS people under discussion
write, I suspect it is in fact the other way around.

This is, of course, more a reflection on that software than it is a
general law applicable elsewhere. :-)
