Ah, that looks like one of those snap-lock sockets like a lot of the
early DEC Alpha evaluation boards use.  See if the black part of the
socket has some play in it.  It should wiggle along one axis.

Make sure you have the processor oriented correctly and seated as far
down in the socket as it will go.  Then, find a nice big pair of
channel-lock pliers.  Open the pliers such that you can fit one side on
the black part of the socket and one side on the white part of the
socket and gently squeeze the handle.  The socket should pop back into
the locked position.
