No. 1.6.[1-9] are only bugfix releases to 1.6. There are two branches in
developemnt. Release (at the moment still 1.6, soon 2.0) and current.
Current gets all the new features and enhancements, that may make the
system unstable for some time. Release gets only bugfixes and minor
additions like device drivers, that are uncritical for over all
stability. SMP and the LWP / thread stuff that comes with it are a major
change. So this can't be backported to the release branch.

1.6 has SMP support for Alpha and VAX only. But AFAIK it was broken on
VAX again at release time and it was not quite stable on Alpha either.
So you may call the upcoming 2.0 the first true SMP capable NetBSD
release.
