Every company I've ever worked for, with the exception of one a couple
years ago, has never relied on their talent to make the technology
decisions.  The decisions are made by the suits who read $IT_trade_rag
and decide that they understand the technology underpinnings.  These
decisions are made in a kneejerk fashion, without so much as a
technology/product comparison.

Illustrative story:
$Suit says "We need to buy Dreamweaver for you, me, $person and $person.
 This is so that we can create an internal documentation system.  I ask
"How is Dreamweaver going to create a docuemntation system?" Apparently,
whenever we need to document something, we perform a CVS update of
the documentation website to our hard drive, fire up dreamweaver, add
the document to the website, create the relevant links on the pages to
get to the document, and upload it to the server. This is streamlined
worflow, according to $suit.  When I point out that there are
collaboration tools freely available that are designed for multiple
users, and are created with the express purpose of document sharing, I'm
ignored.  A few weeks later I'm asked if I ever got around to buying a
Dreamweaver license.  I explain that, while they can ignore my
technology recomendations, they can't dictate what tool I use to EDIT
HTML FER CHRISAKES.
