You aren't paying for the calls individually, probably, though you are
paying for the phone line, i.e. the actual delivery mechanism.

Well, doing an auto-attendant maze might actually be easier.  The hard part
would be to get the slimeball's attention.  The preditcive dialer software
they use is generally designed to avoid connecting a "person" at their end
to anything but a live person on your end.  So have your end say "hello?"
two or three times, with a second or two between.
