Here in TN insurance is technically required, but the only time they 
check for it is if you're in an accident. You don't need proof of 
insurance to register a car, and 9 times out of 10 when pulled over by 
the police they ask only for license & registration.

I agree, in fact I usually carry excess insurance (I have 100/300 and I 
believe the required is 10/20), but there are lots of folks around here 
running around without insurance (usually in cars that are all banged 
up too!)
