You missed out on the whole history of this by not being at $otherPlace.
Suffice it to say that $agency.$state.us is getting fleeced by a
replacement for an S/390 mainframe running ADABAS.  Said replacement
uses Orrible and Java generated in just the fashion Josh has described.

Oh, and the SQL queries are similarly generated.

Really, it's too horrible for words, and I'm not going to say anymore
because this is already too offtopic to persue.
