   That is *crazy*...pretty much all VAXen are a fair bit faster than 
pretty much all Sun3s.  Weird.

   ...real machines, too.  There are always a bunch of them on eBay, and 
the older/slower ones are cheap.

   For a simulator, though, look at SIMH 
(http://simh.trailing-edge.com/).  This is a very good emulator for 
VAX, PDP11, and PDP8. DG Nova, and many other machines.  To give you an 
idea of its capabilities, I've installed and run NetBSD/vax using the 
SIMH VAX simulator with great success.
