[rescue] SGI Indigo 2 question

The particular unit in question is an Indigo 2 with High Impact graphics.

Does that terminator actually produce a load to regulate the supply in
systems without enough components in them to produce such a load ?  Or
is it more of a safe place for it to be connected when not used ?
