[rescue] VMS Install problems

I'll start here since I know there are several VMS boffins here.

I have had to reinstall VMS (7.2 Montgar Hobbyist distribution) on my
Vaxstation 4000/90 after replacing dka100: with a RZ28B (replacing a
RZ26B that is now dka300:).  Three time I have done the install with no
apparent errors, yet when I go to login after all is said and done, none
of the license PAKs are seen (I see a TCPIP PAK error and I entered and
loaded the UCX PAK) and the system password (bad me - I _always_ use the
same password during installs changing it afterwards.) does not work.
Field does, but theres something wrong here. I only installed the PAKs
twice - the third time I tried not installing any - this should still
allow only system to login to "fix" the license issues. 

Every time I attempt to login as system using the password I installed
and verified, I get at user authentication error. What am I doing wrong
here, as I am obviously missing something (!)?

I do own a copy of the official 7.1 disks. Is that something I should
try?
