Generally X-Rays themselves will not damage a hard drive. However the magnetic
fields from the motors in the machines, or if they are high enough power
there may be magnetic leakage from other parts in the machine. 

If the packages were clearly marked "Magnetic Material DO NOT X-RAY" with 
the proper sticker, then the carrier is at fault. If not, the seller is.
