Waste Management EZ-Pay (or last time I tried to use anything but
IE it wouldn't work... they may have fixed it by now).

They are out there... the proliferation of Explorer and the demise
(in the "PC World") of alternatives (percentage wise) has allowed it
to happen.

At least when Netscape and IE had significant shares, nobody "controlled"
the browser world (well... not exclusively).
