[rescue] OpenVMS Alpha question

anyone alive ?? ive gotten the basic license  paks installed for
openvms and ucx for networking and configured tcp/ip and started anonftp
and telnet i can ping the 10.1.1.2 ip address from the unix host but it
wount let me ftp or telnet into it from a unix system, nor will it let
me ftp out.... to the unix host at 10.1.1.1 is there a trick i missed or
a decent doc on this other then the install guide which i read, or a
permissions issue i should have done first ?
