Believe it or not, there is actually a very good piece of Windows
software called "PC Relocator" by AlohaBob Software.  

You install it on the original machine (source) and the destination
machine (target).  Then you tell one machine the IP of the other and
it checks what you have installed and automatically migrates the
settings and programs over the network to the other machine.  It tells
you what it will migrate perfectly and what might cause problems.

It is not perfect, but works pretty well.  I used it on one person's
system and she did not know the difference between the two systems -
she asked when the new system was going to be in!
