[rescue] rz28s on a classic

I have a pair of rz28s that I'm trying to put one to use in a sun 411 case 
(the 411 case is known good, BTW).

I go to the single user prompt from the solaris 8 install CDs, and type format.

It asks me the drive I want to work on, and I select the rz28, then I get the
message below.  

The error message "data transfer overrun".  What exactly is overrunning?  Is
the drive transfering data to the controller too fast or something?
