IBM owned the architecture.  Apple wanted to build systems.  IBM scaled
down the POWER architecture to less than half it's capability to make the
PowerPC cheap.  Motorola fabbed the chips.  IBM made cheaper RS/6000's
with PowerPC's and faster RS/6000's with POWER2's.
