Two possible reasons:

1)  There is a setting that determines whether the machine will power up
    after a loss of power.  I recall that this exists, but I couldn't
    tell you what it is.

2)  Not all of the "smart" power supplies remember their last state.  They
    will still do the fun tricks with the keyboard powering on and off the
    machine and an init 5 will kill power, but after power loss, they
    stay off.  I know the Sparcstation 4 is one such machines... it's
    possible the LX is also.
