IIRC, the way this works is you have:

1.  Hardware Switch (Mechanical only) - feeds main power to #2
2.  Hardware Switch, (Mechanical, momentary contact) - connected to PS
3.  Power Supply,  'soft' switch activated by signal from [a. the
motherboard] or [b. a 'hard' signal from #2 switch].
4. Motherboard, which can generate the 'soft' power off signal for the PS
from software/firmware or the 'soft' power-on signal from the power key on
the keyboard.

So, if you 'soft' power off, it takes a 'soft' power on from #4, (i.e. the
sun keyboard) or a 'hard' power-on signal from the momentary contact switch
#2. (which is incidentally in the neutral position and concealed inside the
chassis when you toggle switch #1, resulting in no effect.)  it's like
expecting an Ultra1/2 or SS4/5/20 to come on just because you plugged the
power cord in.
