I had a similar situation, a few days ago on a 4/100 cpu.  There are jumpers
that set the ram and ``other jumpers'' that may or may not also need to be
set.  Check your hardware manual (or faq) jumpering very carefully.

Once I got the ``other jumpers'' set right, the thing came up like a charm.
