nsswitch.conf + nss_ldap + openldap

Or NIS/NIS+.  Or distribute /etc/hosts via rsync.

Doing it with DNS would require you to setup your name server to be 
authoritative for the domains you want to block, then giving the right 
name 127.0.0.1.

DNS might be your only choice if not everything is Solaris/*BSD/Linux, 
though.
