[rescue] CDROM Problem: Can't open boot device

I recently acquired an Ultra-1 with a single 167MHz CPU, Single 2.1GB
hard drive, and floppy drive.
It came loaded with 2.7, but I wanted 2.8.  I have the install media
kit.
Since I didn't have a CDROM Drive, I found someone who had an older 4x
Toshiba (XM-4101B) that supposedly worked.

My understanding of Sun hardware and software is extremely limited, as I
acquired this workstation to familiarize myself with it.
I connected the CDROM to the SCSI cable, and attempted to set the
correct SCSI ID on the jumpers.
 
The jumpers are like this:

The system boots up fine with the following configurations, but
everytime I try to boot from cdrom, I get:

probe-scsi shows the SCSI ID(target number) moving when I move the Short
from ID1 to ID2 to ID4 , so its not an identity issue .
(hard drive is Target 0, Unit 0)
 
Ok, here come my 'Charlie Brown' AUUUUGH!!!
 
What am I missing ? Am I doing something wrong ? Am I not doing
something ?  Does it sound like a bad CDROM drive ? ( I have tried more
than 1 CD)
 
Any and all suggestions are welcome to this Sun newbie .
