A chassis. An expensive one. And some not-so-cheap cables, and
depending on the chassis and controller, a couple of also-not-so-cheap
GBICs.

FC-AL isn't an "ordinary" setup in which you connect a drive to a
controller with a cable. It's designed for arrays, and ONLY arrays.
You plug FC-AL drives into a chassis which includes a lot of fancy
electronics, then that interfaces to a controller.

You don't, for example, buy an FC-AL drive and an FC-AL controller
and put them inside a computer. That's not what it was designed for.
