it's a form of route server.

the "router on a stick" is a router with just one network connection. it
is talked to by all other routers around it to exchange routing
information.

additions of new routers to the network need be configured only to talk to
the "router on a stick" rather than all of their neighbours (which would
then also require that the neighbours be reconfigured to talk to them..)

ie, it's an idea to make your life easier, but it also means a that if it
goes 'bang' then you have a problem.
