I'm starting to think it's an interface card for a high-end logic
verification/simulation unit.  (I actually got a call through to someone at
IKOS, but I think this is a little before his time...)  SunOS 4.1.2 doesn't
mention it in dmesg, OpenBSD only gives:

IKOS,sbif at sbus0 slot 1 offset 0x1f000 not configured

Is that OS-specific?  I'm pretty sure *BSD hasn't heard of this card, and
SunOS didn't seem to care if I pass the -r.
