I'm trying to recognize that some people may not have a choice ie that's
what a vendor set up and will refuse to support them if they apply the
patch(es).  Cisco is very sensitive like that about their VoIP phone
systems (which are based off Win2k), for example.

But you're right.  Smart people either a) know better and run apache or
b) have something in front of the IIS system that can filter the web
requests.

Just survival of the fittest, I guess.
